Party flag will display 2/3 part in red and 1/3 in green colors.Red color symbolizes the struggle waged by our people and the sacrifices they rendered during their historic movement, while green color signifies a progressive and prosperous future.here will be four stars right in the middle of the red part representing a multi-national state with four National Units enjoying equal status.
Party Organ: “Juhd” (جہد) will be the official organ of the Party for publicizing Party policies and educating the workers politically and ideologically.
Any person (regardless of his/ her region, caste, color, ethnicity, religion or language) who agrees with the aims and objectives, manifesto and constitution of the party, may become a Party member;
Minimum age limit for formal Party membership is 18 years while age limit for youth is between 18 to 30 years;
Every Party member shall be obligated to abide by the policy, aims and objectives, discipline and decisions of the Party in letter and spirit;
A Party member cannot be the member of any other party; all members must pay their basic membership fee as well as the regular contribution as prescribed by the Party;
Membership cards will be issued after every Congress; all members will obtain their new membership cards and get their membership renewed;
Every member of the Party shall be obligated to promote and defend its ideology, policies and decisions and participate in organizational activities regularly.
Rights and Responsibilities of Party Members
After obtaining the basic membership, every member will be eligible to vote;
Every member will be allowed to contest the election to any office of the Party; however, for the offices of central committee and central cabinet, membership of the Congress, for the offices of National Units, membership of the council of respective National Units and for district and tehsil offices, membership of respective district/tehsil councils will be deemed compulsory;
Every member of the Party will be free to express his/ her opinion regarding any organizational and political activity, process, performance, issues and problems in the proper forum, of which he/she is a member, and may also offer suggestions and recommendations;
Principles of criticism and self-criticism will be respected and encouraged across all party forums;
Once a decision has been taken on any issue at any official forum of the Party, no member has the right to openly express his/ her dissenting opinion or propagate negatively against the decisions taken by higher forums of the Party; however, he/she can initiate a debate in the forum, of which he/she is a member, for getting the decision changed or annulled.
The organizational structure through which National Party will work to achieve its objectives shall consist of Central/Federal, and four national units besides Azad Kashmir Gilgit-Baltistan and FATA, as described.
Central/Federal Structure:(Note: Azad Kashmir, Gilgit-Baltistan party units will be under the control of the Central/Federal organization);
Khyber Pakhtunkhwa (Note: FATA and tribal areas shall be part of Khyber Pakhtunkhwa as per the Party’s principled stand).
Party Structure for National Units
(Note: A National Unit may draw up its own constitution like the central constitution, and reflecting also the specific conditions and needs of the Unit,but it shall not contain any clause/provision which is in conflict with the spirit of the central constitution).

(Note: For Tehsil and Unit, Party’s National Units will choose appropriate names.).
Congress will be the highest and most powerful body of the Party for the purpose of direction and guidance during the intervening period between two Congresses;.
Total strength of the Congress will be five hundred (500); Central Committee, Central Cabinet, National Working Committee as well as District Presidents and General Secretaries will be ex-officio members of the Congress; Central President will nominate 50 members of the Congress from different areas while remaining members will be elected by the District Councils through a majority vote for a three year period.
Under normal conditions Central Committee will take the decision to convene the Congress through a majority vote; Central Committee may postpone the Congress for a specified period which may extend to a maximum of one year, in the event of unforeseen or unfavorable conditions;
In case of emergency, one-fourth of the total members may request the President and the General Secretary through a written notice for convening the Congress within 30 days;
Congress, in its meeting, will determine the number of members of the Central Committee;
Congress may amend, annul, add, change or transform the constitution, manifesto or policies of the party through a two-third majority of its total members;
Congress may terminate the membership of an ordinary member through a simple majority of the members present;
Congress will elect the members of Central Committee and Central office-bearers, and may delegate ordinary as well as special powers and responsibilities to Central Committee members and Central office bearers besides National, District and Tehsil units;
Congress will have the power to approve or make amendments in the annual reports and other documents of the party and may issue decisions and directions in this regard;
Congress may approve a no-confidence motion against a central office-bearer through a simple majority of its total members;
Congress may form different wings of the party or may delegate the power of forming such wings to Central Committee or Central Cabinet for the purpose of expanding the party’s political base;
15 percent seats in Congress will be reserved for women.
Total strength of the Central Committee including Central Cabinet will be 60, in which the presidents and general secretaries of National Units will be ex-officio members, while ten members will be nominated by the Central President under his/her discretionary powers subject to a mandatory endorsement by the Central Committee; remaining members will be elected by the Congress in its meeting;
Central Committee will be the highest executive body of the party and will serve as supervisor as well as guide for all lower bodies and social, political, cultural and literary units;
Central Committee will monitor various activities of the party during the intervening period between two Congresses;
Central Committee will determine the number of congress members in different national units, on the basis of their performance;
It will be mandatory for the Central Committee to convene its meeting at least four times in a year and at least twice in six months;
A minimum ten-day notice and prior communication of the agenda is mandatory for convening a meeting of Central Committee; however, in cases of emergency, President or Secretary General is authorized to convene a meeting with a 72-hour prior notice; in case of lack of quorum, meeting will be adjourned and rescheduled; disciplinary action may be initiated in case of three successive absences by a member from the meetings of Central Committee;
One-fourth of the members of Central Committee may request the President or Secretary General to convene a meeting when deemed necessary, through a written notice clearly describing the purpose of the meeting;
Central Committee is authorized to convene the meeting of the Congress, determine or change its date as well as to hold conventions, conferences, seminars or other literary and social meetings at all levels; Central Committee can delegate these powers to the Central Cabinet as well.
Central Committee is fully authorized to develop the manifesto and aims and objectives of the party and while remaining within the ambit of the Congress, chalk out political programmes and activities and set up various committees for the said purpose;
Central Committee is authorized to build relations and form united fronts with pro-people organizations and political parties for running combined political campaigns;
Central Committee is authorized to discuss and explain any disputed constitutional, organizational or political issues and such explanations by the Central Committee will be deemed final;
Central Committee may remove any member including a member of the Committee (except Central and National Unit office-bearers) from his/her respective membership, through a simple majority decision of its total members; however, the aggrieved member will have the right to request for convening a meeting of the Congress through a written application duly signed by one-fourth of the total members of the Congress and winning a vote of confidence against the disciplinary action;
Central Committee may suspend any office bearer found acting in violation of the Party programme, constitution or policies and approach the Congress members for a no confidence motion against him/her; however, the aggrieved member will have the right to appeal to the Congress;
Central Committee will be responsible for matters related to advertising, broadcasting, publishing and writings;
Central Committee is empowered to devise and develop the norms and procedures for generating financial resources for the party;
Central Committee is responsible for monitoring the activities of the party’s members of parliament at all levels and for issuing appropriate directions to them;
As and when the Party decides to participate in general elections, a Parliamentary Board comprising seven members with representation from every National Unit shall be constituted; its term will be one year, which will however be decided by the Central Committee in its meeting; (Note: In case any member of parliamentary board desires a party ticket, he/she will not participate in the proceedings of the meeting held for consideration of his/her application);
Central Committee is authorized to hear appeals against candidates nominated by the Parliamentary Board for National Assembly, Senate and Assemblies of National Units; Central Committee’s decision in this regard will be deemed final;
Selection of Party’s parliamentary leaders in Assemblies will be made by Central Committee in its meeting; however, in selecting parliamentary leader for the Assembly of any National Unit, Central Committee will give due weight to the recommendations of the working committee of respective National Unit;
Without prejudice to Clause (i) above, all members of parliament will be considered as members of Center Committee as well as their respective National Working Committees.
Before convening the meeting of the Congress, Central Committee shall constitute a Reform Committee, which will obtain constitutional proposals from National Units and give them formal shape before presenting them to the incoming Congress;
Quorum required for Central Committee will be a simple majority of total members.

President: Functions and Powers of President
President will be the head of the party;
President may suspend a party member including a member of Central Committee or any office bearer for a period of three months as a disciplinary action; however, such action must be endorsed by the Central Committee in its first meeting. The aggrieved member has the right of appeal to Central Committee or Congress;
President may convene the meeting of any body of the party at any time;
President may preside over any meeting;
President may take disciplinary action against any lower body of the party; however, it must be endorsed by the Central Committee;
President is authorized to make nominations against reserved seats of Central Committee and other seats fallen vacant in the intervening period between Congresses; however, such nominations must be endorsed by the Central Committee;
President is authorized to spend up to Rs.100,000/- from party fund for organizational affairs and may also incur other expenses in emergency situations, which are not mentioned in annual budget; however, it is mandatory to have such expenses endorsed later by the Central Committee;
President may convene the cabinet meeting on 72-hour prior notice in case of emergency and take decisions through majority of cabinet members; however, it must be endorsed later by the Central Committee.
Senior Vice President
Senior Vice President will exercise all powers of the president in case of latter’s dismissal, sickness, absence from country or death;
Senior Vice President will assist the President in all activities of the party;
Senior Vice President will be responsible for interacting with other parties according to the constitution and policies of the party;
Senior Vice President will be responsible for party’s interaction with political alliances and movements;
Senior Vice President will be responsible for foreign affairs and will guide the party on matters related to foreign affairs.
Vice Presidents for National Units
There will be a Vice President for each National Unit as mentioned under the heading: Central Cabinet, serial number (iii), (iv), (v) and (vi) respectively, who will take care of all functions handled by the Senior Vice President, in the event of latter’s dismissal, absence from country, sickness or death;
Vice President for a National Unit will carry out specific functions as directed by the Central President and Senior Vice President;
Vice President for National Unit will monitor all election-related matters and will be responsible for guiding the party in election-related research and analysis pertaining to his/her national unit;
Vice President for National Unit will be responsible for arranging political and practical education of party workers;
Vice President for National Unit will be responsible for interacting with civil society groups according to the party policies.
Secretary General will be responsible for taking care of all office matters, besides maintaining and preserving all official records, documents and files;
Secretary General will draw up the agenda for the meetings of Central Committee and Congress, besides preparing the minutes of each such meeting to be presented in the subsequent meetings;
Secretary General, with President’s advice, may convene the meetings of Congress, Central Committee and other bodies;
Secretary General is responsible for developing programs for running the party according to its constitution and presenting the same to Central Committee for its approval;
Secretary General is authorized to spend up to Rs. 50,000/- from party fund for organizational matters;
Secretary General will collect activity reports from all lower bodies of the party from time to time and develop a composite report for the Central Committee;
Secretary General will establish a secretariat with due approval from Central Committee for monitoring matters related to different departments
Deputy Secretary General
Deputy Secretary General will perform all functions of Secretary General in case of latter’s dismissal, absence, sickness or death;
Deputy Secretary General will carry out all duties assigned to him/her by the President or Central Committee;
Joint Secretary will perform all duties of Deputy Secretary General in case of latter’s absence, dismissal, sickness or death;
Joint Secretary will be the in-charge of all matters related to central secretariat;
Finance Secretary is responsible for all the expenditures incurred in accordance with the Budget and as directed by the President or General Secretary;
Finance Secretary will be responsible for collecting donations and contributions as directed by the President, General Secretary or Central Committee;
Finance Secretary will be responsible for maintaining the accounts for central funds and presenting the same to Congress or as directed by the Central Committee;
Finance Secretary will devise a strategy from time to time to generate financial resources.
Information Secretary will be responsible for publishing and disseminating party policies, programs, activities, decisions, resolutions etc;
Information Secretary will be responsible for publishing the official party organ as advised by Secretary General or the committee concerned;
Information Secretary will be responsible for publishing pamphlets and press circulars etc. for popularizing the Party;
Information Secretary will be responsible for interacting with electronic and print media;
Information Secretary will be responsible for updating party website, publicizing the activities of the party through social web networks and disseminating information to lower bodies by developing an information network.
Secretary Women Affairs
Secretary Women Affairs will monitor all activities related to women;
Secretary Women Affairs will be responsible for organizing women’s wing;
Secretary Women Affairs will be responsible for activating and mobilizing women in the political process.
Overseas Secretary will be responsible for all overseas activities of the party;
Overseas Secretary will assist in promoting Party’s political programmes and activities overseas and will be responsible for updating the President and Secretary General with such political activities and developments from time to time.
Secretary Human Rights
Secretary Human Rights will interact with national and international human rights organizations operating in Pakistan and advise the party on issues related to human rights;
Secretary Human Rights will devise a strategy for creating awareness on various aspects of human rights.
Secretary Research & Advocacy
Secretary Research & Advocacy will advise the party from time to time on the basis of his/her research on political, ideological, constitutional, economic and social issues, besides being responsible for issuing publications and promotional materials in accordance with the party manifesto and party policies;
Secretary Research & Advocacy will interact with intellectuals, scholars and writers, besides being responsible for organizing seminars, conferences and workshops on general social and political issues.
Council for National Unit
There will be a National Council for each National Unit, which will be the most powerful body of the Party in the Unit. National Council will hold its convention once in every three years, before the Congress meets and will elect the National Working Committee and National Cabine; National Working Committee in its meeting will announce the date for the national convention, which will be held before the Congress.
The total strength of the national council may be between 50-300 members. Each National Unit will determine the number of councilors on the basis of performance at lower tiers; district-wise distribution of national councilors will be carried out by the President and Secretary General through mutual consultation, which will have to be endorsed by the National Working Committee. However, the National Unit President will have a special quota of 5-50 to be availed at his/her discretion; besides, District President and General Secretary will be ex-officio members of the National Council. (Note: At the time of Councillors’ election, 15 percent shall be reserved for women).;
National Council may frame its own policies and programmes after discussing and debating the Unit’s specific issues and problems, but no policy or programme in conflict with those of the Central Party shall be framed;
National Council may frame its own constitution on the pattern of the Central Constitution to meet the Unit’s specific requirements but it shall not contain any clause or provision in conflict with the spirit of central constitution;
National Council may formulate recommendations and proposals for the Central Committee and Congress;
National Council may terminate the membership of any Council member through a simple majority decision and may also pass no confidence against any of its office bearers;
National Council meeting may be convened upon a notice from one fourth of the members of the Council;
Central Committee or the respective National Working Committee may convene the National Council meeting as and when deemed necessary;
In an emergency situation, National Council meeting can be convened on 5 days’ notice whereas a general meeting of the Council may be convened on 10 days’ notice.
National Working Committee
There will be a National Working Committee in every National Unit which will monitor the party activities in the intervening period between the two National Council sessions. Total strength of the National Working Committee including provincial cabinet will be 35; secretaries of divisional/regional units will specially participate in the Committee meetings; all members of National Working Committee shall be the ex-officio members of the Congress. Councilors for National Convention shall be distributed district-wise on the basis of the level of performance in each district;
National Working Committee will supervise and guide all lower party bodies and social, political and literary organizations in the intervening period between two National Council sessions..
The National Working Committee can delegate its powers to the National Cabinet as and when required.
National Working Committee shall hold its meetings at least four times in a year and twice in six months;
A minimum ten-days’ prior notice and communication of agenda is mandatory for convening a meeting of National Working Committee; however, in the event of emergency, in consultation with the President, the meeting may be convened on a 72-hour prior notice; in case of lack of quorum, the meeting will be adjourned and rescheduled for another date; disciplinary action shall be initiated against any member for three successive absences from the National Working Committee meetings without a cogent reason;
As and when deemed necessary, one-fourth of the members of National Working Committee may request the President or Secretary General to convene a meeting through a written notice explicitly stating the purpose of calling the meeting;
National Working Committee is authorized to call the meeting of National Convention, determine or change its date as well as hold conventions, conferences, seminars or other literary and social meetings within their respective national unit.
National Working Committee is fully empowered, while remaining within the ambit of the Central Committee and National Council, to chalk out and carry out political and social programs as well as to constitute different committees for that purpose;
National Working Committee may expel any member from the party in its respective national unit, including a member of the National Working Committee (except National Cabinet and Central Committee members) through a simple majority decision; however, the aggrieved member will have the right to appeal to Central Committee or National Council against this decision.
It will be within the power of National Working Committee to suspend any office bearer of the National Unit if he/she violates the party policies and approach the National Council for passing a no confidence motion against the concerned office bearer; however, the aggrieved member can appeal to the Central Committee or the National Council;
National Working Committee will be responsible for matters related to publicity, broadcasting, publishing and writings in their respective Unit;
National Working Committee is authorized to develop the norms and procedures for generating financial resources for the party in the respective Unit;
National Working Committee is responsible for monitoring the activities of Party’s Assembly members in their respective national units and issuing appropriate directions to them; In addition, the Committee may also issue directions from time to time to party’s members in National Assembly and Senate from their Unit; such directions will be binding on the respective assembly and senate members.
Regarding election of parliamentary leader, National Working Committee will forward its recommendations to the Central Committee.
Quorum required for National Working Committee will be a simple majority of total members.
There will be a National Cabinet in each National Unit, with its President and General Secretary being ex-officio members of the Central Committee, while all the remaining members of the cabinet will be ex-officio members of the Congress as well as the National Council.

President National Unit
President National Unit will be the head of the party in his/her respective National Unit and will monitor all political activities;;
President National Unit may chair any meeting of the party and may call meetings of any body of the party within his/her National Unit;
President National Unit may, as a disciplinary measure, suspend any member including member of National Working Committee (except office bearers of the National Unit and members of Central Committee) for a period of three months, subject to mandatory endorsement by National Working Committee in its first meeting;
President National Unit may take disciplinary action against lower party bodies in the Unit, subject to mandatory endorsement of National Working Committee;
President National Unit may make nominations to fill any vacant position in National Working Committee (except National Unit office bearers), subject to mandatory endorsement of National Working Committee in its next meeting.
President National Unit may spend up to Rs. 50,000/- in his/her National Unit without prior approval at any time;
President National Unit is authorized to take decision on any issue within his/her National Unit; however, it must not be in contradiction with the decisions of central party command;
President National Unit may submit suggestions and recommendations regarding organizational matters of his/her National Unit to Central Cabinet and Central Committee at any time, which may help guide the decisions of central bodies;
President National Unit may organize seminars and public discussions on all issues of public interest and arrange rallies, processions and protest demonstrations in this regard.
Vice President National Unit
Vice President National Unit may exercise all powers of the President National Unit in case of latter’s dismissal, absence from the country, sickness, or death;
Vice President National Unit will assist the President in all party matters.
General Secretary National Unit
General Secretary National Unit will be responsible in his/her Unit for orderly maintenance and safe keeping of all office records, political documents and files;
General Secretary will be responsible for drawing up the agenda for meetings of National Working Committee and National Council, prepare the minutes of the proceedings thereof and present the same in the next meeting;
General Secretary in consultation with President National Unit will convene the meetings of National Council, National Working Committee and meetings of other related bodies.
General Secretary is responsible for formulating a political program for running the party in consonance with its manifesto and constitution and shall submit it to the National Working Committee for its approval;
General Secretary may spend up to Rs. 30,000/- from party funds for party affairs as and when required;
General Secretary will collect reports on organizational activities from lower tiers of the party and compile the report of the National Unit;
General Secretary National Unit, with the approval of National Working Committee, will establish a National Secretariat in order to oversee the working of different party sectors;
General Secretary will interact with overseas Pakistanis, disseminate party program to them and submit reports thereof to National Working Committee and Central Overseas Secretary.
Deputy General Secretary National Unit
Deputy General Secretary National Unit will perform all functions of the General Secretary in case of latter’s dismissal, absence, sickness or death.
Finance Secretary National Unit
Finance Secretary National Unit will maintain accounts of incomes and expenses of his/her respective National Unit;
Finance Secretary will prepare a report of incomes and expenses and submit it to the National Working Committee.
Information Secretary National Unit
Information Secretary National Unit will be responsible for publishing and popularizing party programs and decisions of his/her respective National Unit.

Labor Secretary National Unit
Labor Secretary National Unit will interact with labor unions and peasants/farmers’ associations and update the National Cabinet on their problems and grievances and suggest steps to redress them.
Secretary Women’s Affairs
Secretary Women’s Affairs will monitor the activities of the party’s women wing in the respective National Unit and present related reports to National Cabinet and Central Women’s Secretary.
Secretary National Unit for Lawyers will interact with lawyers’ associations and organize lawyers within his/her National Unit; he/she will advise the National Unit cabinet on problems and issued faced by lawyers.
Cultural Secretary National Unit will be responsible for all cultural activities within his/her National Unit. He/she will assist in organizing literary and cultural programs with advice from Central Cultural Secretary.
Secretary Youth & Sports
Secretary Youth & Sports will monitor all activities related to youth and sports within his/her respective National Unit.
Secretary Education will interact with teachers’ associations within his/her respective National Unit and assist the party in resolving educational problems and challenges; he/she will assist Central Secretary Education in organizing seminars and workshops.
Secretary farmers will endeavor to organize farmers and farm laborers in his/her national unit;
Secretary Farmers will interact with the farmers’ associations while updating the National Working Committee about the problems faced by farmers from time to time;
Secretary farmers will periodically organize seminars and public discussions about various aspects of agriculture and related problems.
Regional / Divisional Coordination Committee
There will be a Coordination Committee in every region / division, in which district presidents and general secretaries within the region and the members of Central Committee, Central Cabinet, National Working Committee and office bearers of National Unit present in or belonging to the region, as well as District Secretary Women, will be members;
There will be a Regional Secretary Coordination and Deputy Secretary in every region; preference will be given to women for the post of Deputy Secretary, who will be nominated by the National Working Committee in its meeting and Regional Secretary will participate in National Working Committee meetings as special invitee. (Note: This will not clash with clause no. (i) of National Working Committee);
Meetings of the Regional Coordination Committee will be held at least four times a year.
Regional Secretary Coordination
Regional Secretary Coordination will be answerable to the National Cabinet;
Regional Secretary will oversee the organizational mobilization of the party within his/her region and will be responsible for taking initiatives for strengthening mutual coordination among different bodies;
Responding to social and public issues and complicated situations arising from time to time, Regional Secretary will initiate programs at regional level based on proposals received from respective district cabinets within the region; such programs will comprise different democratic forums like seminars, conferences and rallies;
Regional secretary may convene the meeting of any lower body of the party within his/her region and may address the same.
Regional Deputy Secretary
Regional Deputy Secretary will perform the functions of Regional Secretary in case of latter’s absence.
District Council will be the authorized body of the party within the district and shall monitor all activities of the party;
Twenty members from each tehsil/UC will elect a district councilor at a ratio of 20/1;
Presidents and general secretaries of tehsils/UCs will be ex-officio members of the District Council;
District Council may take disciplinary action against its members and office-bearers through simple majority decision; however, it must be endorsed by the Central Committee;
District Council will elect the members of District Cabinet, National Council and Congress;
District Council may convene its meeting upon a notice from one-fourth of its members;
District Council must convene its meeting four times a year;
Councilors of Congress and National Unit will be members of District Council in their respective districts;
In case the party decides to participate in local body elections, a Local Body Board comprising 7 (seven) members shall be constituted for a one year term, which will decide about the contesting candidates; any aggrieved candidate may appeal to the Party President against the decision of the Local Bodies Board and the President, after consultation with the Secretary General and the president and general secretary of the respective National Unit and the Regional Secretary, shall decide on such appeal, which shall be deemed as final (Note: In case a member of the LB board desires the party ticket he/she will not participate in proceedings of the meeting held for deliberation on his/her application);
District Council is responsible for monitoring the activities of District, Corporation and Union Councilors and issuing directions to them from time to time.

District Vice President
District Vice President may exercise all powers of the District President in case of latter’s dismissal, absence, sickness, absence from country or death;
District Vice President will assist the President in all party matters.
District General Secretary
District General Secretary will be responsible for convening the meetings of District Council and District Cabinet, drawing up their agenda and preparing the minutes of the meetings;
District Secretary will be responsible for the safekeeping and preservation of all records, membership forms and party documents of primary units and tehsil councils within his/her district;
District Secretary will be responsible for preparing reports on party activities at district level and submit them to District Council, District Cabinet, Regional Secretary, National Unit Secretary as well as Central Secretary General;
District Secretary may spend up to Rs. 3,000/- on party activities as and when need arises, which must be subsequently approved by the District Council.
District Deputy General Secretary
District Deputy General Secretary will perform all functions of the General Secretary in latter’s absence from country, dismissal, sickness or death;
District Finance Secretary
District Finance Secretary will maintain the accounts of Party’s incomes and expenses within the district;
District Finance Secretary will prepare a report of such incomes and expenses and submit the same to National Finance Secretary as well as Central Finance Secretary.
District Information Secretary
District Information Secretary will be responsible for publishing and disseminating information related to party programs and decisions of Party’s district organization.
District Coordination Secretary
District Coordination Secretary will interact with all wings of the party at district level and report to the District Cabinet/District Council.
District Labor Secretary
District Labor Secretary will monitor the activities of the labor unions and farmers’ associations in his/her district and submit a report to district cabinet.
District Secretary Women’s Affairs
District Secretary Women’s Affairs will be responsible for organizing and mobilizing women’s wings of the party at district level and will strive to raise political awareness among women from different segments of society.
District Secretary Youth & Sports
District Secretary Youth & Sports will interact with the youth within the district; he/she will encourage the youth to participate in sports, theatre and other physical and mental development activities and will try to motivate them to join the party.
Tehsil/ UC Council
Tehsil/UC Council will be the most powerful body of the party within the tehsil;
Members of tehsil/UC Council will consist of elected members from primary unit besides all unit secretaries and deputy secretaries;
One member out of every 20 (ratio of 1/20) from each unit will be elected to the tehsil/UC Council;
Tehsil/UC Council will guide the primary units in matters related to membership campaign and on dealing with socio-political issues;
Tehsil/UC Council may take disciplinary action, if so recommended by a primary unit’, against an ordinary member of that unit, through a simple majority decision but the decision must be endorsed by the District Council; however, the aggrieved member will have the right to appeal to the Central President.
Tehsil/UC Council may suspend any tehsil councilor or office-bearer through a simple majority decision; however, it must be endorsed by the District Council and the aggrieved member will have the right to appeal to the National President;
Tehsil/UC Council will elect the office-bearers of its cabinet;
Tehsil/ UC Council must meet at least four times in a year.
Tehsil/ UC Cabinet
Tehsil/ UC Cabinet will comprise the following office bearers:
Deputy General Secretary
Tehsil/ UC Cabinet office bearers will have same powers within the respective tehsil/UC as enjoyed by District Cabinet office-bearers in the district.
All party units at mohalla and village levels will be called primary units;
Only one primary unit can be formed in one mohallah or village;
At least 15 members will be required for formation of a primary unit;
Every Primary Unit will have a Secretary and Deputy Secretary, who will be elected by members of the respective Unit;
A five-member Advisory Committee will be formed in each Primary Unit; Secretary and Deputy Secretary of the Primary Unit will be members of the Advisory Committee and remaining three members of the Committee will be elected by the members of the primary unit;
Primary Unit may recommend to tehsil Council by a simple majority to suspend any member (except the members of tehsil/ UC cabinet);
Disciplinary action may be taken against any member of the Party, members of the Congress, Central Committee, or National Working Committee, as well as against central office bearers and office bearers of National, District, tehsil/UC and Primary Unit; provided the concerned member or office-bearer has committed a violation of the party manifesto, constitution, aims and objectives or discipline in letter and spirit or is involved in any corrupt activity of political, moral or financial nature.
Any member who in public place or electronic, print and social media creates opinion against party policy and commits violation of party manifesto, and is involved in corrupt activity of political, moral or financial nature, disciplinary action can be taken under the related provisions of the constitution.
Sources of party funds will be as follows:
Membership fee and regular contribution is fixed as Rs. 20/- per member per month;
Aid and donations;
Funds collected through party publications and broadcasting materials;
Contribution for special events;
Income generated through literary, social and welfare activities
The term for all party posts and organizational bodies will be three years, for which elections will be held after every three years; however, constitutional provisions will be followed to meet emergency situations;
Elections for all posts and organizational bides will be held through secret ballot based on the principle of ‘one person – one vote’.
For election of Central office bearers, Central President and for elections to other bodies of the Party, their respective presidents will propose a three-member Election Commission, which will be ratified by the concerned forum in its meeting; the 3 members will choose one from among them as the Election Commissioner through mutual consultation; and thereafter, the respective forum will stand dissolved and the process of the new election will start. (Note: In order to conduct the election in a smooth and orderly manner, the Election Commission can, in its discretion, seek the assistance of up to seven other members).
In case of a tie, all the three members of the Commission can use their casting votes; in case of a tie in voting process on any issue in any body including Central, National, District and Tehsil, respective Presidents will be allowed to poll their casting votes in their respective bodies.
